In Yugioh Duel Monsters current rules. Can Stardust dragon negate any of Rainbow Neos effect?

1. No - because Stardust Dragon can only negate Effect' Monster's effects that DESTROY cards. Since Rainbow Neo's effect doesn't Destroy cards (it sends them back to the deck) - then that means Stardust Dragon cannot negate the effects.
2. Rainbow Neo's effect can only activate one at a time and once per turn. * Send 1 monster you control to the Graveyard to return all monsters your opponent controls to the Deck. * Send 1 Spell or Trap Card you control to the Graveyard to return all Spell and Trap Cards your opponent controls to the Deck. * Send 1 card from the top of your Deck to the Graveyard to return all cards in your opponent's Graveyard to the Deck. Sending cards is completely DIFFERENT than the word DESTROY. Therefore, No, stardust cannot negate it
